Original photograph taken in the pre-dawn 'blue hour' and re-worked using a number of proprietary editing programs and personally-tweaked digital brush presets.
The blue hour occurs when the Sun is far enough below the horizon so that the sunlight's blue wavelengths dominate due to absorption caused by ozone. An exposure time of around 60 seconds in this case gathers more of that light into the final image than our eyes do with their shutter speed that ranges between 1/50 and 1/200 second, depending on ambient conditions.
